Are we underinvesting in adapting to climate change while we argue about preventing it?

The debate

This summer made the stakes concrete. Heatwaves killed thousands across Europe, and flash floods and earthquakes filled the breaking news. A large share of the warming that drives these events is already locked in, whatever we do next. Yet most climate funding and public argument still centres on mitigation, on cutting future emissions.

Cutting emissions is essential, no one serious disputes that. The harder question is whether we are neglecting adaptation, the seawalls, cooling centres, warning systems, and resilient housing that decide who lives through the next heatwave. And if adaptation is underfunded, who should pay, given that those most exposed often did least to cause the problem?

Questions for the Collective

• Separate the two. In your own words, what is the difference between mitigation and adaptation, and why does the distinction matter for where money goes?
• Read the evidence. Thousands of heat deaths were counted this summer. What does that tell us about how ready our societies actually are?
• Weigh the split. If you controlled a fixed climate budget, how would you divide it between preventing future warming and adapting to current warming? Justify the ratio.
• Take a position. Should wealthy, high-emitting nations fund adaptation in the places most exposed? Make the case for or against.
• Act locally. Name one adaptation measure your own community most needs, and who should be responsible for it.

Why this matters

The warming already here will be felt for decades regardless of future emissions. A world that only argues about prevention and neglects protection leaves its most vulnerable people exposed. Adaptation is not giving up on mitigation, it is refusing to abandon the people living through the consequences now.
